I am out of town Monday and will be in the air arriving back in Nashville at 9pm, but I can be available Tuesday, June 16 if that works for everyone else. I’m glad to catch up after as well — we are ready to get the vote underway and I don’t want my schedule to delay that. Regarding the ballot, we maintain that the Contextual Overlay option should not be included. It is a different tool entirely and its inclusion risks creating confusion that could compromise the vote. What we have learned over the last two years is that the Conservation Overlay is a true preservation tool with oversight from the Metro Historic Zoning Commission. The Contextual Overlay is not a preservation tool — it has oversight only from Planning and does not protect structures from demolition. These are not two versions of the same thing. They are fundamentally different instruments. The residents have heard the arguments from both sides fully and fairly. As evidenced by the overwhelming support shown in our prior community vote, there is clear belief that the Conservation Overlay represents the right tool — one that recognizes our neighborhood’s historic significance and ensures its long-term stewardship. If the Conservation Overlay does not receive the required support, or if it is ultimately denied by the Planning Commission or Metro Council, other tools including a Contextual Overlay can be considered at that time. That is the appropriate sequence. The Historic Commission has already determined that Green Hills East possesses architectural significance worthy of preservation. The question before us now is simply whether residents support the protections needed to ensure that significance is retained for future generations.
