making are exercised across the Build – Operate – Transfer lifecycle , from sponsor - level direction through programme delivery to the transfer of the permanent operating capability to the Thara Entrepreneurship Center Volume II — Technical Delivery & Implementation Plan 5 Insert Figure 4.1 Programme Governance Structure 4.1 · Governance Structure The Elev 8 Entrepreneurship Ecosystem is governed through a structured model that establishes clear accountability , decision - making authority and oversight across the Build – Operate – Transfer lifecycle , as illustrated in Figure 4.1. At the strategic level , governance is provided by the Steering Committee , chaired by the Thara Entrepreneurship Center on behalf of Ajman Chamber The Steering Committee provides executive oversight , approves material programme decisions , monitors strategic performance , and ensures delivery remains aligned with Ajman Chamber ʼ s objectives and Thara ʼ s long - term operating vision Programme governance is coordinated through the Programme Establishment Office PEO , established and led by Eastern Partners as the accountable prime throughout the engagement The PEO is responsible for institutional design , governance implementation , operating - model development , delivery assurance and transfer readiness before concluding at transfer , once the permanent operating capability has been established within Thara Day - to - day delivery is led by the Programme Director , who coordinates programme operations , oversees the Build and Scale delivery streams , and reports through the Programme Establishment Office within the established governance hierarchy 4.2 · Governance Framework The governance framework defines how the programme is directed , monitored and controlled It establishes how information flows between governance levels , how decisions are prepared and Volume II — Technical Delivery & Implementation Plan 6 escalated , and how performance is reviewed against agreed objectives and institutional outcomes Oversight is exercised through structured governance reviews that consider programme progress , material risks , significant decisions , and matters affecting scope or institutional outcomes The PEO coordinates these reviews , maintains programme controls , prepares decision papers , and provides consolidated reporting on delivery , performance , risk and readiness Operational matters are managed within delegated authority and escalated where they affect strategic objectives or exceed approved limits Structured reporting , scheduled reviews and formal escalation pathways provide timely visibility of programme status , emerging risks and key dependencies , supporting informed decision - making and accountability throughout the engagement 4.3 · Stage - Gate Governance Programme progression is managed through a structured stage - gate framework , with each gate providing a formal point of review and approval before implementation progresses to the next stage The gates align with the Programme Establishment Methodology and are positioned at key transition points , including completion of major establishment activities , commencement of programme delivery , movement between delivery phases , and transfer of the permanent operating capability At each gate , readiness is assessed against agreed objectives , delivery progress , governance requirements , risks , dependencies and overall programme readiness Each review results in one of four outcomes : Approve progression Approve subject to agreed actions Defer until identified issues are resolved Require further review before implementation continues The stage - gate framework embeds governance throughout implementation , providing a consistent basis for monitoring progress , validating institutional maturity and confirming readiness for each subsequent phase 4.4 · Decision - Making Authority Decisions are taken at the level appropriate to their strategic significance , delivery impact and institutional implications The Programme Director holds operational authority for routine programme delivery The Programme Establishment Office holds programme authority for institutional establishment , governance compliance , delivery assurance and gate readiness The Steering Committee holds strategic authority for material matters affecting programme objectives , governance , scope , budget , timelines , key deliverables and transfer of the permanent operating capability Decisions exceeding a level ʼ s delegated authority are escalated through the governance hierarchy 4.5 · Selection Governance Volume II — Technical Delivery & Implementation Plan 7 Venture selection is governed through a transparent and accountable framework that promotes consistency , fairness and alignment with programme objectives The PEO oversees the selection process , including the application of approved evaluation principles and verification that recommendations remain aligned with programme objectives The Programme Director coordinates operational delivery , consolidates recommendations and ensures that decisions are supported by appropriate evidence Selection decisions are based on structured evaluation and collective review , reducing individual bias , managing conflicts of interest , and supporting transparent , objective and auditable decision - making 4.6 · Risk Management Risk management is integrated into programme governance to provide continuous visibility of factors that may affect implementation , institutional establishment or successful transfer Ownership is aligned to the level of each risk ʼ s significance The Programme Director owns operational risk arising from delivery The Programme Establishment Office owns programme risk affecting scope , schedule , governance , resources and transfer readiness The Steering Committee owns strategic risk relating to programme objectives , contractual matters and institutional outcomes Individual risks and mitigation measures are validated during mobilisation and managed through the programme governance framework throughout the engagement 4.7 · Change Control The programme follows a formal change - control process to ensure that material changes affecting scope , delivery , governance , timelines , budget , operating capability , institutional outcomes or contractual commitments are appropriately reviewed , approved and implemented Material changes are documented and assessed by the PEO for their delivery , resource , risk and transfer implications before approval The Programme Director may approve minor operational changes within delegated authority Changes affecting scope , governance , budget , timelines , key deliverables or transfer outcomes are escalated through the governance framework , with sponsor endorsement obtained where required Once approved , changes are recorded , communicated and reflected within programme plans , governance controls and reporting , ensuring implementation remains aligned with the establishment and transfer of the Elev 8 Entrepreneurship Ecosystem 5 · Programme Establishment Methodology Establishing an entrepreneurship institution requires more than delivering programmes Governance , operating capability , delivery systems and organisational capacity are established progressively through a deliberate sequence , with each stage providing the foundation for the next Volume II — Technical Delivery & Implementation Plan 8 Eastern Partners applies a structured Programme Establishment Methodology comprising eight sequential stages through which the institution is established , proven and ultimately transferred to the Thara Entrepreneurship Center The first seven stages are delivered by the Programme Establishment Office throughout the engagement The eighth stage , Sustain , commences following transfer and is led by the Thara Entrepreneurship Center as the permanent operating capability 1 · Mobilise Establish the governance , authority and delivery structure required to commence programme establishment 2 · Design Define the governance framework , operating model , methodologies and institutional architecture that underpin the institution 3 · Establish Convert the institutional design into an operational capability ready to commence delivery 4 · Activate Mobilise the ecosystem and prepare each programme for live delivery 5 · Operate Demonstrate the institution through the delivery of entrepreneurship programmes 6 · Optimise Apply structured learning and continuous improvement to strengthen institutional performance 7 · Transfer Embed capability within the Thara Entrepreneurship Center and conclude the Programme Establishment Office Sustain Continue to operate and evolve the transferred institution beyond the establishment engagement The following section describes how the Programme Establishment Methodology is implemented over time , including the sequencing of each stage , the delivery of programme cohorts , the governance gates that govern progression , and the milestones against which implementation is measured 6 · Implementation Timeline & Milestones This section describes how the Programme Establishment Methodology is implemented over time It defines the phases of the Build – Operate – Transfer lifecycle , the sequence in which institutional capability is established and proven , the points at which programme progression is formally governed , and the milestones against which delivery is measured and reported Volume II — Technical Delivery & Implementation Plan 9 The implementation envelope is indicative Phase durations are presented as a proposed plan to be validated and refined at mobilisation , consistent with the assumptions , dependencies and exclusions set out in Volume IV The plan spans an indicative eighteen - month establishment period M 0 M 18 , after which the institution operates under the Thara Entrepreneurship Center 6.1 · The implementation lifecycle Implementation is led by a single Programme Establishment Office PEO , established by the consortium at mobilisation The PEO holds accountability for establishing , operating and transferring the institution , and operates continuously across the engagement It is a temporary structure : it is dissolved on completion of transfer The engagement is organised into the three phases of the Build – Operate – Transfer lifecycle Each phase corresponds to the establishment stages defined in Section 5. Phase Establishment stages Outcome Build Mobilise · Design · Establish The institution is designed and stood up Operate Activate · Operate · Optimise The institution is proven and refined through live cohorts Transfer Transfer Capability is embedded in Thara ; the PEO is dissolved The Sustain stage lies beyond this engagement It is led by Thara , which continues to operate and grow the institution after the PEO has been dissolved 6.2 · Build — establishing the institution The Build phase delivers the first three establishment stages — Mobilise , Design and Establish — across the opening months of the engagement , establishing the institution before cohort delivery begins Within Build , Design is the largest work package in the engagement This reflects the nature of institution - building : the institution is defined in full before it is operated , and the breadth of what is established during Design — governance , operating model , systems , methodologies and delivery instruments — requires the most time and effort of any stage Establishing the institution fully before cohorts begin ensures that delivery operates within a complete and governed institution , and that the capability ultimately transferred to Thara is proven rather than assembled in the course of delivery 6.3 · Operate — proving the institution The Operate phase delivers the Activate , Operate and Optimise stages through live cohort delivery Cohorts are recruited and onboarded , delivered through the institution ' s programmes and governance , and used to evidence and refine the operating model before transfer Cohort sequencing is described below 6.4 · Cohort sequencing The engagement delivers two cohorts : an Elev 8 Build ( incubation ) cohort and an Elev 8 Scale ( acceleration ) cohort The two are delivered sequentially , Build first , on shared institutional infrastructure Sequential delivery reflects three considerations The two cohorts have different objectives , methodologies and governance requirements , and are most reliably delivered in sequence rather than concurrently Sequential delivery allows the operating model to be proven on the first cohort and refined for the second And it allows Thara ' s people to be embedded within the second cohort Volume II — Technical Delivery & Implementation Plan 10 as part of the transfer of capability , on a live programme , before handover Concurrent delivery of both cohorts is not proposed The implementation timeline shows a limited overlap at the transition between cohorts — the closing activities of the first cohort and the recruitment cycle of the second — reflecting continuous operation of the institution rather than parallel cohort delivery The composition of the engagement as two cohorts , and their sequence , is the consortium ' s reading of the scope of work and is validated at mobilisation This is recorded in Volume IV 6.5 · Governance gates Programme progression is governed through the stage - gate mechanism defined in Section 4. Governance gates are positioned at the major transitions in the lifecycle — between the establishment stages , and at the entry to and completion of each cohort At each gate , readiness is assessed and confirmed before the programme advances The gates provide the structure through which delivery is governed and against which progress is evidenced and reported 6.6 · Milestones Implementation is structured around a sequence of milestones Each milestone marks the completion and acceptance of a defined body of work , confirmed at a governance gate The milestone structure follows the establishment stages and cohort delivery ; the permanent operating team assumes full operating responsibility ; and the Programme Establishment Office is dissolved Following transfer , the institution operates under Thara Post - programme impact tracking over the subsequent twelve to eighteen months is performed by the transferred operating capability , using the reporting and impact - measurement systems established during the engagement Any continued involvement of the consortium beyond transfer is light - touch , optional , and addressed in Volume III ; it does not form part of the implementation plan Volume II — Technical Delivery & Implementation Plan 11 6.8 · Implementation timeline The implementation over time is shown in the Programme Establishment Methodology timeline at the close of Section 5 Figure 5.1 the establishment phases and stages across the indicative M 0 M 18 engagement , the Build and Scale programmes in sequence , and the Sustain stage led by Thara beyond it 7 · Programme Delivery Workstreams The institution operates through five integrated workstreams Together , they establish the institution , deliver entrepreneurship programmes , develop the surrounding ecosystem , coordinate programme delivery and progressively embed capability within the Thara Entrepreneurship Center The workstreams described below represent the permanent operating functions of the institution being established They describe the capability established , demonstrated and transferred during the engagement rather than services delivered directly by Eastern Partners Throughout implementation , Eastern Partners establishes , coordinates and embeds these functions , while the specialist resources , third - party capability and operational activities through which they are delivered form part of the institution ' s operating capability , as described in Volumes III and IV 7.1 · Programme Establishment The Programme Establishment workstream builds and matures the institution throughout the engagement It is responsible for designing and establishing the institution ʼ s governance , operating model , delivery systems , methodologies and supporting infrastructure , before progressively refining them through implementation It is the workstream through which the institution is created and prepared for successful transfer 7.2 · Venture Delivery The Venture Delivery workstream delivers the programmes through which participating ventures are developed It operates through a single operating model — one team , one governance framework and one set of delivery systems — while delivering two distinct programmes : Elev 8 Build — An incubation programme supporting early - stage ventures through validation , development and market traction Elev 8 Scale — An acceleration programme supporting more mature ventures through growth , operational maturity and investment readiness The two programmes serve ventures at different stages of maturity and require different support , intensity and emphasis They are delivered as distinct programmes within a common operating Volume II — Technical Delivery & Implementation Plan 12 model , allowing the institution to apply consistent governance , systems and capability across both while tailoring delivery to the maturity of participating ventures Eastern Partners establishes and coordinates this delivery capability throughout the engagement ; the programmes are ultimately delivered through the institution ʼ s permanent operating capability and specialist network The proposed programme composition and sequencing are validated during mobilisation and recorded in Volume IV 7.3 · Ecosystem Development The Ecosystem Development function develops and maintains the relationships upon which the institution depends , building sustained engagement with founders , mentors , investors , universities , corporates and ecosystem partners while positioning the institution as an active participant within the wider entrepreneurial landscape of the Emirate of Ajman Throughout the engagement , Eastern Partners establishes the governance , coordination and partnership framework through which these relationships are developed , while the ongoing engagement activities and specialist ecosystem capability form part of the institution ʼ s operating capability 7.4 · Programme Management The Programme Management workstream coordinates delivery across all programme workstreams , ensuring activities , resources and stakeholders operate as a single integrated delivery function It provides the operational coordination , planning and control required for the institution to function as a coherent whole Programme performance , measurement and reporting are described in Section 8. 7.5 · Knowledge Transfer The Knowledge Transfer workstream progressively embeds capability within the Thara Entrepreneurship Center , enabling the institution to operate independently following completion of the engagement Capability is transferred through joint delivery , documentation , shadowing and the progressive transition of responsibility , ensuring knowledge is developed throughout implementation rather than handed over only at its conclusion Knowledge Transfer is presented as a distinct workstream because the transfer of institutional capability is the defining purpose of a Build – Operate – Transfer engagement In practice , however , it is embedded throughout the other four workstreams , with each progressively developing the corresponding capability within the permanent operating team 8 · Performance & Impact Framework The preceding sections describe the institution , how it is established , how it is implemented and how it operates This section describes how its success is measured Performance and impact measurement are treated not as administrative requirements but as core institutional capabilities : the means by which programme progress is made visible , decisions are informed , and the central commitment of the engagement — the establishment of an institution capable of operating independently — is evidenced Volume II — Technical Delivery & Implementation Plan 13 Success is therefore measured at more than the level of individual programmes The framework evaluates performance across three horizons , culminating in the defining question of a Build – Operate – Transfer engagement : whether the Thara Entrepreneurship Center has inherited a sustainable institution 8.1 · Performance Philosophy Performance management exists to provide continuous visibility It enables the programme to be directed on the basis of evidence rather than assumption , while providing Ajman Chamber and the Thara Entrepreneurship Center with transparent insight into progress throughout the engagement In this sense , measurement is a mechanism of trust It enables stakeholders to understand what is working , where improvement is required and how the institution is maturing towards independent operation It is not reporting for reporting ʼ s sake 8.2 · Performance Framework Performance is measured across three horizons , each representing a progressively more significant measure of success Programme Delivery — Is the programme being delivered as intended ? This horizon measures the effective delivery of the institution ʼ s workstreams and programmes Venture Outcomes — Are participating ventures progressing ? This horizon measures venture development throughout the programmes , including progression towards investment readiness Institutional Impact — Has the Thara Entrepreneurship Center inherited a sustainable institution ? This horizon measures the enduring outcome of the engagement : whether the institution is capable of continuing to create value under Thara ʼ s ownership The third horizon is the one against which the engagement is ultimately judged A conventional accelerator is measured by the performance of its ventures ; a Build – Operate – Transfer engagement is measured by whether it has established an institution that endures Institutional Impact is therefore assessed as capability and operational readiness — the institution ʼ s demonstrated ability to operate independently — rather than the volume of any individual output Measurement across these horizons is structured through a logic model that traces performance from programme inputs and activities through to lasting institutional impact The indicators presented within each horizon are representative The specific measures , reporting methodology and assessment criteria are proposed for confirmation during mobilisation ; no performance targets are committed within this proposal 8.3 · The Purposes of Reporting Reporting serves three institutional purposes Transparency — Providing visibility of programme progress to Ajman Chamber , the Thara Entrepreneurship Center and programme stakeholders Decision Support — Providing the evidence required to support governance and programme decision - making Institutional Learning — Providing the information needed to strengthen the institution over time Volume II — Technical Delivery & Implementation Plan 14 These purposes define why reporting matters ; the audiences it serves follow naturally from them Reporting is therefore not a collection of administrative outputs but an institutional capability through which the programme is governed , refined and ultimately operated independently 8.4 · Quality and Continuous Improvement The institution improves because it measures itself Information generated through the performance framework is applied as structured continuous improvement , informing the refinement of programmes , methodologies and operations throughout the engagement As a result , the institution transferred to the Thara Entrepreneurship Center is demonstrably stronger than the one initially established Success is therefore not defined by the performance of any single cohort It is defined by whether the institution is capable of continuing to create value under Thara ʼ s ownership This closes the Build – Operate – Transfer commitment established at the outset of the proposal : the institution is the outcome , and its sustained capability is the measure of success 9 · Operating Capability The preceding sections describe the institution , the methodology through which it is established , the implementation approach , the workstreams through which it is delivered , and the framework by which its performance is measured This section describes the permanent operating capability inherited by the Thara Entrepreneurship Center following transfer The operating capability comprises the permanent operating team , the specialist and ecosystem support network , and the governance relationships required to operate the institution independently beyond the establishment engagement It represents the institution in its enduring form : what remains once the Programme Establishment Office concludes 9.1 · Permanent Operating Capability Volume II — Technical Delivery & Implementation Plan 15 Insert Figure 9.1 Operating Capability The permanent operating capability is the institution in its operational form : the team established during the engagement and transferred to the Thara Entrepreneurship Center at handover Unlike the Programme Establishment Office , which is temporary by design , this capability remains within Thara following transfer , providing the leadership , operational capability and specialist support required for the institution to continue operating independently 9.2 · Core Operating Team The institution is operated by a permanent core team Each role is defined below according to its purpose within the institution Programme Director — Provides executive leadership and overall accountability for the institution Venture Growth Lead — Leads venture development and founder progression across the Build and Scale programmes Volume II — Technical Delivery & Implementation Plan 16 Programme Coordinator — Coordinates day - to - day programme operations and delivery activities Growth & Ecosystem Manager — Develops the founder pipeline , entrepreneurial community and ecosystem visibility that sustain the institution Partnerships & Investor Relations Manager — Develops the investor , partner and ecosystem relationships through which ventures access capital , expertise and market opportunities Reporting & Impact Analyst — Measures and reports programme performance , venture outcomes and institutional impact 9.3 · Specialist and Ecosystem Capability A sustainable institution does not depend upon a large permanent staff ;
