ACCOUNTABILITY • ARTICLE 2 DESIGNATION OF INVESTIGATOR • ARTICLE 3 EVIDENCE COLLECTING & S TORAGE • ARTICLE 4 PERSONNEL BACKGROUND CHECK CHAPTER 1 GENERAL PROVISIONS 1 - 1 DEFINITIONS (1) “ The Royal Air Force Police (RAFP) is the service police branch of the Royal Air Force, headed by the Provost Marshal of the Royal Air Force. ” (2) “Officer in Charge” and or ( “ Commanding Officer ” ) means a member of the RAF designated as such by appropriate authority. ” (3) “Cadet” means a cadet of the current military in question on Habbo and its affiliates. ” (4) “Accuser” means a person who signs and swears to charges, any person who directs that charges nominally be signed and sworn to by another person who has an interest other than an official interest in the prosecution of the accu sed. (5) “Military Judge” means an official of a general or special court - martial detailed in accordance with the article. (6) “Record”, when used in connection with the proceedings of a court - martial means – (a) an official written transcript , written summary, or other writing relating to the proceedings: or (b) an official audiotape, videotape, or similar material from which sound and visual images, depicting the proceedings may be reproduced. Leaders cannot delegate authority they do not have and subordinate leaders may not assume authority that superiors do not hav e, cannot delegate, or have retained. The task or duty to be performed limits the authority of the leader to whom it is assigned. CHAPTER 2 INVESTIGAT IONS 2 - 1 ACCOUNTABILITY (a) All pers onnel respectively serving under the se curity forces group will acknowledge the operational security of the branch. All investigations , e vidence, and documents will be stored and become labeled as CLASSIFIED until designated by ; Provost Marshall , HICOM and all other required staff. (b) will ; obey, enforce, and pr omote the Queens Regulation (c) un der no circumstances discuss a ny ongoing investigation unless asked by proper authority 2 - 2 DESIGNATION OF INVESTIGATOR (a) The investigator for any open case will be selected in wh ich will reflect the highest value of fairness to the organization and to the personnel the regulations shall protect. (b) The group investigator shall have the same authority as the Pr ovost Marshall when gathering evidence and questioning personnel within our organization as trusted upon by the High Command. (c) All evidence g athered shall be submitted by the investigator within a reasonable time frame to ensure swift immedi at e actions even a t the lowest threat to organization security. 2 - 3 EVIDENCE COLLECTING & STORAGE (a) Evidence collected by any investigator must be timestamped and untampered. (b) T he evidence will be stored privately with no intent to release publicly unless approved. (c) Evidence must be impartial as to grant the best outcome for and against any personnel o f the RAF. (d) 2 - 4 PERSONNEL BACKGROUND CHECKS (a) Basic i nformation to be obtained from personnel ; [ Username | Time zone | Alternate Habbo Acc ounts | Date of Transfer | Referrals] (b) A lthough th is information is obtained a more thorough background will be initiated and a a officer o f the MP branch will start a more thorough investigation for any new member obtaining the r ank of Warrant Officer or above. They will be given a document necessary to obtain this new information and proceed to collect any evidence for or against the p otential Habbo. (c) Any Habbo th at gives invalid information during the background check (when it occurs) will be flagged and have their rank and position suspended until the MP had resolved the issue , at which poin t all privileges and insignia will be reinstated. (d) ALL p ersonnel who obtain a rank higher than Warrant Officer will be subject to a random background check of advanced nature.
