Phelps Page 1 of 3 For purposes of an audit of the net energy procured, scheduled, settled, delivered, allocated, sold, and/or resold by Orange County Power Authority (OCPA) on behalf of its ratepayers, please provide the following records for the full audit period, includin g all supporting documentation, schedules, reconciliations, workpapers, correspondence, and underlying/native electronic data necessary to independently verify OCPA's net energy procurements: 1. CAISO Settlement and Market Records. All CAISO Settlement Statements, invoices, settlement data, market transactions, bids, awards, schedules, dispatch instructions, and related records for OCPA, including Day - Ahead, Real - Time, HASP, RUC, ancillary services, energy purchases/sales, congestion , losses, imbalance charges/credits, revisions, corrections, and resettlements. 2. CAISO Meter and Load Data. All CAISO Settlement Quality Meter Data (SQMD), hourly OCPA load data, meter/aggregation records, load - meter and PNode identifiers, meter - data revisions/corrections, and all underlying data used by CAISO to settle OCPA's load. 3. CPUC and CEC Filings. All CPUC Resource Adequacy Load Forecast filings and supporting workpapers, including monthly forecast load, peak demand, annual retail sales, customer counts, and forecast revisions; all CEC - 1306A and CEC - 1306B quarterly filings; and all CEC IEPR Supply F orms and supporting data. 4. SCE CCA and Metered - Load Records. All SCE CCA settlement data and OCPA metered - load data, including hourly/monthly load, billing determinants, settlement quantities, adjustments, true - ups, corrections, and all SCE/OCPA reconciliation workpapers. 5. Loss Calculations. All distribution, transmission, CAISO, and SCE loss calculations and loss factors applicable to OCPA, including methodologies, assumptions, supporting workpapers, and changes during the audit period. 6. Scheduling Coordinator Records. All records submitted to, received from, or maintained by CAISO on behalf of OCPA by its Scheduling Coordinator(s), including records maintained/submitted by The Energy Authority (TEA) and records associated with SCID TEA1, including load/resource schedules, forecasts, bids, awards, dispatches, schedule revisions, outage/derate information, CAISO correspondence, settlement records, and any other SCIDs used for OCPA during the audit perio d. 7. Procurement Contracts and Transactions. All PPAs, energy supply agreements, master agreements, EEI agreements, confirmations, trade records, tolling agreements, block/shape products, amendments, extensions, and terminations covering energy delivered to OCPA, including both aggregated and hour - of - day energy deliveries at SCE's load aggregation point. Please also provide a contract/transaction inventory identifying counterparties, delivery periods, contracted MW/MWh, delivery points, pricing, resources, and contract status. 8. Procurement/RFO Records. All RFP/RFO materials, supplier bids, bid evaluations, procurement analyses, price/valuation models, procurement recommendations, approvals, Energy Documents List from OCPA from January 1, 2021 ( pre - launch) through April 30, 202 6 J. Phelps Page 2 of 3 term sheets, trade confirmations, and related records concerning OCPA's acquisition of energy. 9. Resource - Level Supply Records. For every resource providing or allocated to OCPA, all resource names, EIA IDs, CAISO Resource IDs, owners/operators, Scheduling Coordinators, locations/PNodes , contracted MW/MWh, hourly scheduled and settled MWh, delivery points, and records identifying the applicable contract or supply arrangement. 10. PCIA/VAMO and Asset - Controlling Supplier Records. All voluntary allocation and market offer energy supplies and all unbundled energy supplies delivered to OCPA from SCE's PCIA - eligible portfolio or from Asset - Controlling Suppliers, including resource names, EIA IDs, CAISO Resource IDs, hourly/monthly MWh, allocation methodology, pricing, delivery points, supporting generation records, and all SCE allocation calculations and reconciliations. 11. WREGIS Records. All Western Renewable Energy Generation Information System (WREGIS) records relating to OCPA's energy supplies and associated Renewable Energy Certificates (RECs), including generation logs, certificate creation records, certificate transfers, imports/expo rts, retirements, cancellations, account statements, serial - number ranges, resource IDs, generation periods, MWh, and records identifying the originating generating resource, counterparty, and disposition of each certificate. Please include all WREGIS transaction logs, account statements, reports, and supporting reconciliations maintained by OCPA or its agents, suppliers, Scheduling Coordinator, or counterparties. 12. Energy Procurement Accounting and Payments. All OCPA records concerning payments for energy purchases, including supplier/CAISO/TEA/SCE invoices, purchase orders, AP records, credit/debit memos, accruals, true - ups, journal entries, payment confirmations, and invoice - to - contract and invoice - to - settle ment reconciliations, together with the applicable general - ledger and accounting records. 13. Energy Sales and Resales. All contracts, confirmations, invoices, settlement records, payment receipts, and supporting records for energy sold or resold by OCPA, including hourly quantities, prices, delivery points, and records identifying the source and disposition of the resold e nergy. 14. PEA/TEA and Other Procurement Communications. All emails and other communications between Pacific Energy Advisors (PEA) and TEA concerning OCPA's energy procurement, scheduling, settlements, load forecasts, contracts, resource allocations, CAISO transactions, deliveries, or related activities, includi ng attachments. Also provide comparable communications with SCE, CAISO, suppliers, generators, brokers, consultants, and other parties concerning material procurement, scheduling, settlement, allocation, or reconciliation issues. 15. Forecasts, Policies, and Internal Workpapers. All OCPA/PEA/TEA load and procurement forecasts, forecast - versus - actual reports, procurement and hedging policies, scheduling/settlement procedures, risk - management policies, internal procurement reports, Board/committee materials, internal reconciliations , and audit workpapers concerning OCPA's energy procurement or settlement. 16. Complete Net - Energy Reconciliation and Supporting Data. All workpapers and underlying data necessary to independently reconcile, by hour and/or month: Energy Documents List from OCPA from January 1, 2021 ( pre - launch) through April 30, 202 6 J. Phelps Page 3 of 3 contracted/generated energy → scheduled energy → CAISO - settled energy → SCE - metered load → applicable losses → OCPA retail load → energy surplus/shortfall → energy sold/resold. Please include the MWh, resource/contract identifiers, CAISO transaction or settlement identifiers, and supporting source data for each component, together with all adjustments, corrections, true - ups, and explanations for discrepancies. Please provide electronic records in native or machine - readable format (e.g., Excel/CSV/database extract) where available, rather than PDF - only copies, and include applicable data dictionaries, field definitions, units, time - zone conventions, and identifie r descriptions. The audit period is January 1, 202 1 through April 30, 2026. Records created before or after the audit period should also be included to the extent they concern transactions, contracts, settlements, forecasts, reconciliations, adjustments, deliveries, payments, or other activities occurring during the audit period. Please provide a record index identifying the records produced in response to each numbered request and, for any requested record that does not exist, identify that fact and the entity or custodian responsible for the corresponding information
