associated with work at height on the project, in accordance with Section 13.8 (Fall Prevention) of the Expo Riyadh Construction Safety Manual (ERCSM), applicable OSHA and international standards, and Abyatona own Health and Safety Plan. This Plan describes how Abyatona will plan, control, supervise, and monitor all work at height activities so that falls of persons and materials are prevented, and so tha t any residual risk is reduced as far as reasonably practicable. It forms part of, and must be read together with, Abyatona Health and Safety Plan, Risk Assessments and Method Statements (RAMS), and Emergency Response Plan (ERP). 2 SCOPE This Plan applies to: • Abyatona and all Sub contractor and their personnel. • All work at height activities carried out on the project, including but not limited to steel erection, formwork and falsework, scaffolding, MEWP operations, ladder use, loading platforms, vehicle load ing/unloading, and works adjacent to floor openings, lift shafts, and service risers. • All phases of the project, from mobilization through construction, commissioning, and handover. • All site offices, temporary facilities, laydown areas, and work areas wher e a risk of falling from height, or of falling objects from height, exists. 3 OBJECTIVES This Plan is intended to: • Eliminate, so far as reasonably practicable, the need to work at height, and where this is not possible, to prevent falls through the appropr iate selection and use of collective protection measures. • Ensure that all work at height is properly planned, organized, supervised, and performed by competent persons. • Apply a consistent hierarchy of control across all work at height activities, favoring collective and passive measures over personal protective measures. • Ensure that a fall prevention plan is developed, submitted, and approved by the Project Management Consultant (PMC) prior to the commencement of work at height. • Define clear standards for a ccess equipment, edge protection, floor openings, and fall arrest systems. • Ensure that emergency and rescue arrangements are in place for all foreseeable work at height scenarios. • Promote continuous monitoring, inspection, and improvement of work at height controls throughout the project. 4 REFERENCES AND APPLICABLE STANDARDS This Plan has been developed with reference to the following documents and standards: • Expo Riyadh Construction Safety Manual (ERCSM), Section 13.8 - Fall Prevention. Work at height must be performed only by competent workers , including managers and supervisors who are appropriately trained and supervised, using appropriate equipment tha t is regularly inspected and maintained. The risk assessment process for each work at height task will: Fall Prevention Plan Page 13 of 39 • Identify the task, location, and duration of the work at height activity. • Confirm whether the need to work at height can be avoided altogether. • Where wo rk at height cannot be avoided, apply the hierarchy of control to select the most appropriate collective, then personal, protection measures. • Assess the working conditions, ground/support conditions, weather exposure, and proximity to other hazards (e.g. o verhead services, live edges, moving plant). • Define the training and competency required for the specific task. • Define the emergency and rescue arrangements specific to the task. • Be documented in a task - specific RAMS and, where required, a permit to work. 9 WORK AT HEIGHT HIERARCHY OF CONTROLS All work at height shall be planned and executed in accordance with the hierarchy of controls. The preferred approach is to eliminate the need to work at height wherever reasonably practicable. Where this is not possi ble, the risk of falls shall be controlled using the following order of priority: 9.1 Eliminate Where reasonably practicable, the need to work at height shall be eliminated by: • Designing the work to be carried out from ground level. • Prefabricating or assembling components at ground level before installation. • Relocating equipment or services to eliminate work at height. • Using extendable tools or equipment to perform tasks from a safe location. • Revising work methods to avoid exposing personnel to fall hazards. 9.2 Substitu t ion Where elimination is not practicable, safer methods of work shall be adopted to reduce fall risks, including: • Using Mobile Elevating Work Platforms (MEWPs) instead of ladders where suitable. • Using scaffold tow ers or fixed working platforms instead of portable ladders for prolonged work. • Selecting equipment or access systems that provide greater stability and protection. • Using prefabricated systems or alternative installation methods to minimize exposure to fa ll hazards. 9.3 Engineering Control ( Collective Protection ) Engineering controls shall be the preferred method of fall prevention as they protect multiple workers without relying on individual behavior. These include: • P roperly erected scaffolds fitted with guardrails, mid - rails, and toe boards. • Fixed working platforms designed for the intended load. • Temporary edge protection systems. Fall Prevention Plan Page 14 of 39 • Covers securely fixed over floor openings, penetrations, and shafts. • Safety barriers , handrails, and controlled access zones. • Permanent or engineered anchor points and horizontal/vertical lifeline systems where required. • Safety nets or soft - landing systems where specified. • Exclusion zones below work areas to protect personnel from falling objects. 9.4 Administrative Control Administrative controls shall be implemented to support engineering m
