Subject: Whistleblower Disclosure – Gross Financial Irregularity, Extortion, and Circumvention of Financial Controls at the University of Kelaniya Honorable Chairman, I am writing to you as an anonymous whistleblower to formally expose a serious act of corruption, extortion, and systemic financial mismanagement at the University of Kelaniya regarding the allocation of the Dharmaloka Auditorium. This incident revolves around the "Focus 2025" event, organized by the Physical Science Students’ Forum (represented by its Senior Treasurer Professor in the Faculty of Science), which took place on November 08, 2025 A Management Assistant at the university deliberately delayed official approval for this student event, subsequently demanding an illegal payment of LKR 80,000 outside of any approved university procedure. After facing coercion, students ultimately paid a sum of LKR 40,000 directly to this officer to secure access to the state-owned auditorium. Violations of National Law and Regulations This act constitutes a severe breach of public trust and state financial controls. Specifically, it violates the following laws and codes: • The Anti-Corruption Act No. 9 of 2023: Under Part III of the Act, it is a criminal offense for a public official to solicit, demand, or accept gratification to perform or expedite an official duty. 2 • Government Financial Regulations (Government Financial Regulations • University Establishments Code (UEC) - Chapter XIX: Systemic Administrative Failures While this matter has been reported to the Vice-Chancellor and an internal inquiry is reportedly underway, there is zero trust in the current university administration's ability or willingness to handle this impartially. The Vice-Chancellor's administration has a documented history of inefficiency, arbitrary decision-making without specialized consultation, and overt bias toward certain union leaders while neglecting others. There are ongoing concerns regarding the mismanagement and waste of public funds, as well as the misleading of the University Council in collusion with the Registrar. While His Excellency the President has given a clear mandate to eradicate corruption in the country, the leadership at the University of Kelaniya continues to operate in a manner that bypasses national laws, thereby damaging both the staff and the institution's public standing. Leadership cannot exist without implementing and respecting the laws of the country. Because this involves a public servant extorting funds, it is a criminal offense, not merely an internal administrative breach. Under the National Audit Act (Amendment) 2025, such financial irregularities must be strictly scrutinized and referred to law enforcement. We bring this to the attention of COPE to ensure institutional accountability and to prevent this severe violation from being minimized or covered up internally as a standard "loss of funds." 3 Requests to the Committee I respectfully request the Committee on Public Enterprises to: 1. Hold the University Administration Accountable: Summon the relevant Accounting Officers (the Vice-Chancellor and the Registrar) to explain how state financial controls were bypassed so easily by a subordinate staff member, and address the broader issues of fund mismanagement. 2. Ensure Legal Compliance: Verify that the university administration has fulfilled its mandatory obligation to report this criminal offense to the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) and the Sri Lanka Police. Available Evidence Concrete evidence of this transaction exists and has been submitted to the university's internal inquiry. This includes: • Video recordings • Documentary evidence (communication records) • Witness statements from the extorted students I urge COPE to exercise its parliamentary oversight to ensure a transparent, rigorous investigation and to mandate that the university permanently closes the systemic loopholes that allowed this extortion to occur.
