PROGRAm Book 2025 International Conference on Drug Policy Yaba, Methamphetamine, and Synthetic Drugs August 6 - 8, 2025 BANGKOK, THAILAND Back Table of Contents Keynote Address 8 Plenary Sessions 9 Sessions 10 2 Back Background According to the World Drug Report 2023, drug abuse continues to be a significant global concern, affecting physical and mental health, safety, and social well-being. Drug trafficking and usage not only fuel crime and violence but also deteriorate the quality of life in families, communities, and nations. Global statistics show a continuing increase in the number of drug users, with methamphetamine, particularly in the form of Yaba, being a significant and growing concern, especially in Southeast Asia. In Thailand, methamphetamine use has been widespread since the 1990s, particularly among youth under 20 years of age. According to the Office of the Narcotics Control Board (ONCB), in 2022, over 300,000 drug-related cases were recorded, with Yaba accounting for about 75% of them. Over 200,000 people were recorded as receiving drug treatment in early 2024, with 80% involving methamphetamine. Moreover, about 78.67% of the national prison population in 2023 were drug offenders, with over half related to methamphetamine. Thailand’s geographical location—bordering drug-producing countries like Myanmar, Laos, and Cambodia—makes it a key transit point. For instance, over 200 million Yaba pills were seized in 2022, the highest number ever. New drug threats are also emerging, including heroin, ketamine, and synthetic substances, as well as increasing misuse of cannabis and Kratom. Objectives Knowledge Exchange: To create opportunities for researchers, practitioners, and international academics, especially in ASEAN, to share knowledge and experiences on Yaba-related issues. Policy and Practical Understanding: To disseminate knowledge on Yaba prevention and control strategies, promoting policy development and practical applications at both national and regional levels. Research Networking: To encourage ongoing studies and inspire new researchers in the field of drug studies, particularly methamphetamine, which remains a core issue in Thailand and is emerging in several other countries. Policy Development: To develop integrated policy recommendations on methamphetamine at both the national and regional levels. 3 Back 08.30 - 09.00 Registration Opening Ceremony 09.00 - 09.05 Video Presentation : 2025 International Conference on Drug Policy “Yaba, Methamphetamine, and Synthetic Drugs” 09.05 - 09.10 Video Message from UNODC Ms. Candice Welsh, Director of the Division for Policy Analysis and Public Affairs 09.10 - 09.15 Welcome Address Pol.
