Whereas innovation in education, including home education, apprenticeship, mentorship, independent learning, digital learning, trade education, community education, and specialized academis, academies shall be recognized as legitimate and protected forms of learning. whereas public policy must support the flourishing creativity, dignity, and well-being of children rather than compel conformity to systems that may not serve every learner equally. The purpose of this Decree is to restore parental authority in education, to expand educational freedom and lawful alternatives, to decentralize educational funding structures, to encourage diverse and individualized educational pathways, to reduce compulsory dependence upon centralized institutional education systems. Article 3, Parental Rights. 1] parents and lawful guardians shall retain the fundamental right to choose the educational environment of their children, withdraw children from institutional education systems, pursue lawful home-based or alternative education, direct moral, philosophical, spiritual and cultural instruction. 2] no family shall be penalized solely for choosing lawful alternative educational pathways meeting national educational standards. 4] child well-being and educational standards, 1] nothing in this Decree shall eliminate, child protection laws, literacy standards safeguarding obligations, protection against abuse, exploitation, or neglect. 2] all educational models receiving public support shall maintain basic competency standards in literacy, mathematics, civics, health and safety, practical life skills. 3] educational evaluation systems shall be modernized to recognize diverse talents, aptitudes, and non-traditional learning outcomes. Transitional, this is Article 5, Transitional Educational Review Commission. 1] a national educational review commission may be established to, assess the effectiveness of existing institutional systems. Translation, you're being audited. B] review administrative overhead and funding efficiency. Okay, so how many of our high school students can actually pinpoint a map where the Strait of Hormuz is located? Or can do multiplication? Or simple math, subtraction and addition? Okay, so going to, C] evaluate student mental health outcomes. So you can form the commission tomorrow and then you have 90-days thereafter. So remember, this is May 30th. You establish that by no later than Monday. Article 6, Non-Discrimination. 1] no child shall be denied future employment, higher education access, apprenticeships, or civil participation solely because they pursued alternative educational pathways recognized under this Decree.
